The "exonerated" is from whomever wrote the title - the General Court Martial board didn't find sufficient evidence to convict him of murder.

The facts are easily available from a number of open sources...try the Navy Times for one.

If the "facts" were supported by sufficient evidence he would have been convicted. If there is no evidence, I hardly see how you can call them "facts".
