POTUS: Ladies and Gentlemen, good morning. This morning, based on the apprehension last night of a large number of Syrian and Iranian nationals, disguised as Mexican nationals and carrying 60 pounds of low-grade yet dangerous radioactive material across the border near Las Putas Borrachas, I have directed the Secretaries of Defense and Homeland Security to carry out certain steps to prevent such a transfer from succeeding.
The Secretary of Defense has been directed to reduce US Army in Germany by 50% immediately, and to transfer those personnel immediately to border security operations. Their equipment will be supplied by existing stores at the various Army Depots around the country. Forces remaining in Germany will see to the redeployment of equipment thus rendered excess.
Additionally, Air Force reconnaissance missions will be redirected into the border areas to assist military and civilian border personnel in stopping and/or apprehending illegal border crossers.
Other actions will be taking place as well, and some of them will remain classified for the time being.
The Secretary of Homeland Security has been directed to coordinate the activities of military personnel on border duty, the INS, local law enforcement, and members of the Minutemen group without whose vigilance the group apprehended last night would have succeeded in their effort.
Additionally, the call is made for members of the Unorganized Militia, that is able-bodied citizens of military age, preferably with military experience, voluntarily to assist in this effort. This will be unpaid volunteer work; qualified militia personnel will be required to serve a renewable term of two weeks, and will receive food, lodging, medical care, and the equipment needed to perform assigned duties during their service.

Those who wish to volunteer must meet the following criteria:
Be a citizen of the United States, between 18 and 59 years of age;
Pass a physical;
Be prepared to serve not less than two weeks at a time, voluntarily renewable in two-week increments; and
Have no Felony convictions.
Uniforms of a sort will be issued and worn. Equipment will be issued as needed. Veterans may be issued weapons, and strict rules of engagement will be followed.
