AUSTIN State Comptroller Carole Keeton Strayhorn today certified as balanced the $139.4 billion spending plan crafted by state lawmakers for the next two years.
The state budget covers items ranging from health care to education to transportation.
"I can announce today that the budget passed by the 79th Texas Legislature is balanced," Strayhorn said, although she added, "It does not mean that I agree with all of the budget decisions."
Among points of disagreement, she said she is troubled that budget-writers stretching to find money for state services decided to "completely raid the states rainy-day fund."
The next budget step is up to Gov. Rick Perry, who can veto individual items within the spending plan as well as decide whether to let the entire measure take effect.
Strayhorns quick certification is a change from two years ago, when she found the spending plan approved by lawmakers fell short of balancing. She ended up certifying it after Perry vetoed proposals in other measures, thus making more money available for the budget.
