That's right, by custom. In defense of our nation's defenders, we should make it law. The military uniform should be proper attire in all circumstances.

I have about as much enthusiasm for Federal dress code laws as I do for Federal chewing gum flavor laws.

Work to change the rules or comply with them. The 'I'm special and the rules don't apply to me line is the perview of the DNC. By wearing the proper attire on graduation day, this young man shows respect for the rules, for those enforcing the rules, and for himself. The military doesn't need people who don't follow directions; the "special" people get others killed.
