I don't think such a memo exists. If it did, it would be all over the Internet and I haven't seen it. Therefore, if I haven't seen it, it does not exist.

Someone informed me that the "if-I-haven't-seen-or-heard-of-the-memo" logic is faulty. That because I haven't seen it or read it doesn't mean it does not exist or that it isn't factual.

I'm glad you're supporting my unshakable logic, which is: If I haven't seen or heard of something, then it must not exist. That logic is still valid even though a couple of posters directed me to the actual memo. Oh well, my logic may have some holes in it afterall. :)
