I see your point ... but how could they achieve their goals (mass killings) if everyone's staying away from the transit systems after an attack?
Remember the second component - terror as well as trying to inflict economic damage. The bombings themselves are not necessarly the goal, but the mean to terrorize the public into submission. They forget that Londoners are steeled after the long terror reign of the IRA.
