Perhaps cowboy equates to those dastardly Minutemen (cowboys or vigilantes, same difference) and since there is no acknowledged problem with illegals or aliens, those words would not be on the list (the problem exists only to the citizens - not the politicians who cave to big business) and who welcome them with open arms and borders.
