There are no innocents!

Apparently you need some remedial training.

FM 27-10 is available online, and is the pertinent document, rather than the UCMJ. I suggest you reacquaint yourself with it's contents, and concentrate on the term "protected person", rather than "innocents".

And you may want to note that the Rules of Land Warfare are based upon some international conventions and agreements that Yugoslavia was party to, making what happened to the folks in the video a crime not only if it were perpetrated by American servicemen, but by those who fall under Belgrade's jurisdiction, like the Scorpions.

Darn good thing that the Japanese treated Americans who hid in the Philippines with such outstanding international legality.

On the other hand, to them, the Americans who were hiding in the jungle, were terrorists.

All that I am saying, is that there is a vital reason why people in the military must identify themselves. If you fail to identify yourself as a member of your country's military, then do not cry if civilians are harmed because of your action.

74. Necessity of Uniform Members of the armed forces of a party to the conflict and members of militias or volunteer corps forming part of such armed forces lose their right to be treated as prisoners of war whenever they deliberately conceal their status in order to pass behind the military lines of the enemy for the purpose of gathering military information or for the purpose of waging war by destruction of life or property. Putting on civilian clothes or the uniform of the enemy are examples of concealment of the status of a member of the armed forces.
