I do not know how you come up with this statement within the talk.. but what a Libertarian would believe in the 2nd Amendment circle is that no government office should have the right to impede a citizens right to own a firearm. That includes concealed carry permits etc.
I really think what your referring too is Liberals who make the claim anything is fine as long as you feel good.
A Libertarian's basic premise is that actions that affect ones own person or property are fine as long as it does not harm others is OK.
