Top officials of the U.S. Border Patrol failed to act on allegations they received in 2000 and 2001 of widespread kickbacks being paid to border agents in Arizona, and later investigations by the Department of Homeland Security avoided holding high-level officials responsible, said a new government report released yesterday.
The U.S. Office of Special Counsel, an independent agency created to protect government whistle-blowers, said in the report that the current head of the Border Patrol, David V. Aguilar, was informed as early as 2000, when he headed the agency in Arizona, that border agents temporarily assigned there were receiving kickbacks from area landlords, but he did not act. The report was sent to President Bush and Congress.
"It stretches credulity that 45 employees at a single Border Patrol station engaged in a kickback and fraud scheme for a number of years . . . without the knowledge of management," the OSC said in a statement. Homeland Security investigators "appear to have exerted little effort to follow up on evidence identified by [Border Patrol] whistle-blowers that would call into question the statements of its management"

I want to point out that the whistleblowers initial went to Rep. Jim Kolbe. I want to further point out that the results of Kolbe's "inquiry" were that these whistleblowers are no long Border Patrol agents (denied promotions, etc), that no real action took place, and that the sector chief who failed to act upon the corruption was promoted to the HEAD OF THE ENTIRE BORDER PATROL. Meanwhile, Kolbe is doing his level best to undermine the actual security of the border by shutting down permanent checkpoints, meddling in the actual border security operations of the Border Patrol, and threatening them whenever they actually do something to secure the border. This, along with his constant support for giving amnesty to lawbreakers and rewarding them jobs, benefits, and eventual citizenship demonstrates where he stands on this critical national security problem. It is time for Kolbe to go!!!
These INS people don't make that must money, and alot of Men/fathers who must pay child support,AFDC repay back, with numberous fees and other charges are force to become criminals, or do this in order to survive and stay out of jail.

Finally, the smell of the stinking fish is beginning to invade America north of the Mexico-US border. The corruption of the PC-dominated Border Patrol is a scandal well known from San Diego to Brownsville. Like Kolbe, Bush is also aware of the problem but he won't do anything that might anger the Latino voting bloc.
Bush's bigger concern is angering the business interests that rely upon cheap illegal labor to enhance the bottom line and increase profits. These are the same business interests that contribute heavily to the GOP and to the Dems on the Federal, state, and local level. These are the same business interests that give their Congressman and Senators an earful and threaten to withhold campaign and PAC contributions on those rare occassions when the DHS f/k/a the INS raid a meat packing plant, poultry house, or construction site in a half-assed effort to enforce the laws currently on the books.
If you want to end illegal immigration then take away the jobs, and if you want to effectively take away the jobs, then impose strict liability upon the officers, directors, majority shareholders, partners, etc., of every business that hires an illegal worker without regard to whether the employer actually knew the immiration status of the worker. If you hire an illegal, then you spend a minimum of one year in the pokey, no excuses, no exceptions.
Just providing a possible Motive into this situation.
It's not only the INS, but many others....
