Basically, the FBI were doing black bag wire taps without warrants on the radicals. They were illegal, and Felt authorized them.

Kinda like black bag wiretaps on DNC HQ in Watergate ;-)

Felt wasn't just investigating the Anti War Felons with black bag wire taps, he was shaking them down. The Nixon administration was so much committed to stomping out the antiwar radicals that Felt thought that he could play both ends against the middle. Felt failed when Nixon resigned because that left him vulnerable for the crimes he committed and was indicted on. This is a hero?
