I somehow missed the part of the Constitution where it gave the Federal government authority to operate a civilian space program. I don't recall the Federalists or Antifederalists arguing that the role of the Federal government was to run a space program - or to tax people to pay for philanthropic research and pie-in-the-sky PR demonstrations (which is what NASA is today). I thought Republicans believed in limited Federal government - now DeLay wants to borrow ANOTHER 100 BILLION from the Chinese to send a couple of dudes up in a soup can to Mars. What a HYPOCRITE!
