Statement on Granting Pardons to W. Mark Felt and Edward S. Miller

April 15, 1981

Pursuant to the grant of authority in article II, section 2 of the Constitution of the United States, I have granted full and unconditional pardons to W. Mark Felt and Edward S. Miller.

During their long careers, Mark Felt and Edward Miller served the Federal Bureau of Investigation and our nation with great distinction. To punish them further -- after 3 years of criminal prosecution proceedings -- would not serve the ends of justice.

Their convictions in the U.S. District Court, on appeal at the time I signed the pardons, grew out of their good-faith belief that their actions were necessary to preserve the security interests of our country. The record demonstrates that they acted not with criminal intent, but in the belief that they had grants of authority reaching to the highest levels of government.

America was at war in 1972, and Messrs. Felt and Miller followed procedures they believed essential to keep the Director of the FBI, the Attorney General, and the President of the United States advised of the activities of hostile foreign powers and their collaborators in this country. They have never denied their actions, but, in fact, came forward to acknowledge them publicly in order to relieve their subordinate agents from criminal actions.

Four years ago, thousands of draft evaders and others who violated the Selective Service laws were unconditionally pardoned by my predecessor. America was generous to those who refused to serve their country in the Vietnam war. We can be no less generous to two men who acted on high principle to bring an end to the terrorism that was threatening our nation.

There’s a new book called ‘The Amendment’ isbn0595335306. It’s a great read. It covers a lot more than just the Watergate and deep throat. In fact it makes ‘Felt’ seem as a minor player. It’s really about the 25th Amendment and what affect it had in American history.

What I personally want to know is how much of J. Edgar Hoover's corruption Felt was aware of. In other words what did he know and when did he know it? Hoover was a notorious buggerer, often known to wear a dress and engage in unspeakable acts on other men. He was in the pocket of Frank Costello among other Mafia dons and was a compulsive gambler, who's only saving grace was that the mob would fix the races so he would win. As a result, he reached an agreement with the Mob. In exchange for denying the existence and therefore leaving the mob in peace, they would fix his races and not publish a picture of J. Edgar himself engaging in oral sex with another man. This is all documented and has been the subject of numerous expose's. In addition, JFK's secretary Mary Lincoln acknowledged that Hoover blackmailed JFK into choosing LBJ as his running mate. If JFK refused, Hoover was going to release photos of JFK and one of his numerous mistresses, Judith Exner, to the press. My own personal feelings are that this led to the eventual assassination and elevation of LBJ to president, but of course I have no such evidence.

So my question is, when all of this was going on, where was Felt. He must have been a high ranking official in the FBI while it was happening. In many ways the Hoover sellout, blackmailing of JFK and Hoover's well known homosexuality which left him open to mob control were far more important than Nixon's paranoid delusions and somewhat ill advised and twisted acts. So where was he when the country most needed him?

I have read some of the stuff you refer to, but have never seen any iron-clad documentation. You might want to factor in the fact that the Communists went to great lengths to smear/ruin effective anti-Communists. And on this point, there is plenty of documentation.

The woman did indeed defend either the weathermen or maybe the panthers, but also worked for the Watergate prosecution. She did her best to bring down Nixon.

I rather have Prez that pardon FBI agent like Felt than Clinton pardon terrorist like dude that kill that NYPD cop back in da day

This could get very interesting by the time this is all over! The Left is definately making a mistake by elevating Felt as one of their heros. He's one of ours. This is just the tip of the iceberg IMO.

Felt is a hero of the Right, not the Left.

Speak for yourself. Felt took down a President, which had all kinds of fallout, including the abandonment of South Vietnam and the ensuing bloodbath that engulfed SE Asia.

Felt was a disgruntled employee who betrayed his boss. He lacked principle and courage for not reporting these alleged crimes to the appropriate authorities using accepted channels. Felt never testified before Congress against Nixon nor did he resign. He is no hero.

What were Felt's motives in being Deep Throat? Was it as low as retaliating for being passed over in favor of L. Patrick Gray? Or did he think he was "saving the Republic" from Nixon?

I disagree. I have a feeling he testified for reasons that neither you or I fully understand. If you read Pres. Reagan's pardon, Felt really did step forward to take the heat so his subordinates wouldn't have to. He is a hero of the Cold War, and nothing will change that. I suggest you consult my posting history and read the background articles on this man. It's possible that he did it simply because he was disgruntled. But I have a feeling his reasons stemmed from the War on Terror that was being prosecuted at the time. Besides, Nixon was an unprincipled sellout. He went to Red China, he buried the investigations that would have rooted-out the Commies riddled throughout the US government...I could go on and on. I think there will be many surprises as this story unfolds. And almost all of them will embarrass the Left.

Knowing what I know about Nixon's relentless pursuit of
Chambers, Hammer and especially Hiss, why would Felt
collaborate with the likes of KGB spy Morton Halperin and his
