I have a feeling there is A LOT MORE to this story than meets the eye.
Watergate was much, much more than a "black bag job." It involved hush money, obstruction of justice, massive misuse of power, and an attitude among some in high office that they were above the law.
Nixon appointed Patrick Gray, with no FBI experience, to head the FBI when J.Edgar Hoover died. Felts had wanted the job. Gray was Nixon's lackey and was feeding FBI info about the Watergate investigation to John Dean, White House counsel.
The FBI and the White House were in a power struggle, and the FBI was being weakened and investigations subverted. Felts squealed to Woodward because 1) they had a friendship going back years (to their Naval intelligence days together) and 2) he couldn't trust Gray, his boss.
