One of the worst kept secrets in Washington was that Hoover (the Clintons) kept private, secret files on virtually everyone and everything of any importance in the Capitol over the past 50 years. Hoover used the knowledge of the existence of these (FBI) files and the speculation as to what they contained to perpetuate his re-appointment even past the mandatory retirement age for government(travel office) employees.
