I remember this story from the '80's. The media was portraying it as if the blood was obtained from Canadian prisoners.
The Arkansas connection was not yet known. Fascinatingly, it was reported a few months before Vincent Foster's mysterious death. By one theory with strong supporting evidence, this revelation was too much for Foster, who was a sort of paymaster for the tainted blood scheme. He was OK on the usual Arkansas scams but this blood swindle had turned into international disaster of disease and death. The thinking is, he planned to come clean about it. The rest of the Dixie mafiosi in the White House tried desperately to talk him out of it. When that failed, he was dead the next day.
If that is a tolerably accurate account, Hillary must have known in advance because she dropped her week's schedule in California and rushed back to Little Rock. Then, within hours of his death, she directed the ransacking of Foster's office and absconded with his files. The legal name for that is "obstruction of justice."
