We should do this here and start with my neighbor who has this big black cat who comes over to my house and picks on my old vintage cat and at the same time upsets the cardinals who are nesting in my azaleas. I say his house should go.

Lol, you're not understanding the article, as I guess many here aren't. The article isn't calling for the number of houses to be cut. It's calling for what we call in the states, urban renewal. It's calling for 3 million aging, decrepit, and inefficient houses to be torn down, so they can be rebuilt.
The obvious place to start is with the homes of the politically prominent and wealthy. They are large, difficult to heat, and house far too few people to justify their maintenance. Every couple, regardless of their status or wealth gets a 600 square foot, one bedroom apartment supplied by the government. Couples with children get an 800 square foot two bedroom apartment, with all children inhabiting the second bedroom. Who really needs anything more? (sarc)
