The Article II, Section 2 power to "grant reprieves and pardons for offenses against the United States, except in cases of impeachment" is remarkably broad considering the experience of the Framers.
There you go. If they had impeached and convicted Billy Bob, he wouldnt have the clemency enjoyed by ex-Presidents. But they didn't, which was a travesty.

Why do you think that the meaning of the constitution does not including acting in good faith or with out criminal intent. Do these words have to be directly stated each time. The pardon of the Jews in NY was clearly a payoff for support for Hillary. The Mark Rich pardon is more balantly obvious. Presidential and all governmental actions are not protected from a person acting under the influence of a bribe. Otherwise the laws have no meaning.
