This is nothing more than petty partisanship on the Dems part, and personal animus towards Bolton by Biden and Dodd, who persuaded their colleagues to go along with them. They are not going to get the papers they seek. They tried the same thing with Estrada's judicial nomination, asking for internal DoJ memos. Let them filibuster. The Pres can do a recess appointment.

Bush has promised not to do more recess appointments.. but Frist cal still pull a nuclear option for the Bolton nomination...kind of a shot across their bow. All he has to do is have Cheney show up next week unannounced, sit in the chair, pull the same parliamentary move as before and force a vote only on Bolton. The RINOs only agreed to condition the judicial nominees with their opposition to the Nuke option. This would force them back to the table and I'm not sure Graham or Dewine or Foghorn Leghorn for that matter have the ca-hones to do it again.
