Aside from that being completely random, I've heard it's called something like shy pee... I can't do it either. Really annoying, too. I think it might be a learned/conditioned kinda deal... worth looking in to?
I've also heard it called "Stadium Stop".
It's like not being able to sneeze when you clearly need to.
