That type of crane does not move up and down, just radially. The base is built up to the necessary height and the lifting assembly goes on top of that. Just the same, it's damned stupid and irresponsible to keep that road closed for something this petty.
It may not lower, but when he get's near the end of it, I'd bet a few quick swings to the left and right might flip him off.
