I heard he is such a leftie that there are signs hanging on the set that under no circumstance are you to talk politics. He disrupts the set so much with his barbra streisnad that the producers don't want any such talk.
I heard from someone who knew someone in NY who dated him. Supposedly he's a completely arrogant jerk and goes through violent mood swings - politics related or not. Just a guardian variety jerk.
I don't work in movies, I have friends who do, and although I've not heard about D'Onofrio, I remember reading that he had to be treated for the willies or something after Kerry fell on his face.
