Byrd is just following in a long tradition of Democrat Senators-for-Life from WV. They leave office when they die. But in WV they can still vote if not hold office. Why do you think Jay Rockefeller picked WV to "represent?" A Senator or Congressman from WV has ONE campaign, the first one to get elected. After that, they can mail it in.
