7 senators have decided on their own to transfer to themselves the representation of all people who voted Republican.
I don't think so. That's like saying the deciding voter on any issue has taken it upoin himself to represent all the people.
The signatories of this agreement have formed a little bi-partisan voting block, which any group of senators or representatives has the right to do. It just so happens that with this issue, their voting block gets to decide because the vote is otherwise so close.
Last week: No agreement, no judges.
This week: An agreement, one judge.
