It means someone is a "wacko."

I THINK the reference comes from an NYPD blue episode, in which a crackpot called the precinct saying that aliens were reading his mind. The receptionist, thinking quickly, said to put tinfoil on his head so the brain waves couldn't be read.

The insult is generally used to denote a person advancing an off-the-wall, conspiratorial idea. Think Michael Moore!

Anyway, that's where i know it from. If someone else has a better explanation, I'd love to know!

Missed it on TV but about 4 years ago a guy in one of my Electronic Communications classes took the final wearing one. People were lined up outside the door to see the guy. Pretty hard to focus on a final when you're trying not to laugh at the idiot a few seats down. When later asked about it the guy said aliens were stealing his brainwaves to prevent him from passing the course.

Same guy said his life's ambition was to earn enough money to buy a moped and join the peace corps.
