Negative. You've already got two on record as saying they'll vote for the nuke option. That's all you need (IF! Specter and Voiny stay in line. BTW, both voted for Judge Owen's confirmation.) These 14 folks, for a variety of reasons, tried one last compromise.

Lyndsey Graham and Mike DeWine have explicitly said that if the Democrats violate the agreement, they will both vote for the nuclear option the next time. I believe that means we would need only one more vote to get to 50.
