I can see a sentence of restitution within her means, professional care, and community service.

That would be appropriate justice IMHO.

Can it be demonstrated that society will be safer with the her locked up? If not, to do so would be a waste of taxpayer money and a miscarriage of justice. A prison sentence doesn't fit the crime in this case. Make her work to repay the costs she incurred with her false report to police.
