In another manner of speaking, "These judges are under the impression that Blacks are competent and can, with work and due diligence, accomplish their goals without the use of quotas to give them an advantage over every other applicant."

I wonder if these dopes would have opposed curbing the filibuster when Sheets Byrd and Al Gore, Sr., were using it to stifle civil rights legislation in the early '60s.
