With aid from the constituents of the RINOs and the rest of us, Frist can restore the original filibuster and additionally make the instigator of a filibuster remain on the Senate floor for the duration of it. Institute a rule requiring continuous speech with no pause of more than three minutes duration, disallowing the yielding of the floor to members of one's own party, and no points of order during the filibuster.
If it hurts to do it, one would have to have a passionate belief that it is necessary. Then if a member can last long enough to affect the opinions of a majority of the whole Senate, so be it.
He can't get a simple rules change through to allow votes on Bush's appointees.

You're presupposing that Frist would want to do this, or that he has the backbone.
My guess is that Frist is just fine with this compromise of losers. It takes the heat off of him and directs it at McCain.
It further villainizes McLame with Republicans, but I doubt that he gives a rodent's rear end, as long as the media continues to kiss his posterior.
I'd like to see McCain get the Republican nomination, just for the sheer spite of working for his overwhelming defeat. It's more likely he'll run with Hillary -- and if you think Kerry was stomach-churning, just wait for 2008.
