I think the GOP saw this deal as a chance to get a "bird in the hand." We get votes on up to 7 judicial nominees, don't have to risk going nuclear, and can threaten to nuke at a later date. I don't see this as a bad deal at all.

Please keep in mind, though, that I don't think the deal's that bad since we get a pass on up to 7 nominees.
