Dems get their way (they always knew Brown, Owen and Pryor weren't "extreme" and have been playing that game for months to scare RINO's), GOP loses.
Dems get PR and talking points (the future use of "extraordinary circumstances") and the gloat factor within the MSM.
GOP gets squat.

It's easy. Every SCOTUS & Appeals nominee will be an 'extraordinary circumstance' - and we'll be in the same place we were before this "deal" - 'Rats threaten a filibuster and 'Pubbies cower at the threat.
