You're right, but probably not for the reasons you think. The memo was from the head of MI6 to Tony Blair. 'President' Blair would never share sensitive information like that with his cabinet. Most of them hadn't even seen the legal judgement underpinning the use of British troops in Iraq until it was printed in the newspapers a few weeks ago...
