Bio-warfare of that nature is *why* we developed Boomers back in the 1950's. The atomic-armed submarine fleet insures that the U.S. can *always* wipe out a couple of continents, even if the rest of our military is paralyzed.

I've said it before and I'll say it again: military tactics are incapable of ruining the U.S., but utterly capable of ruining life everywhere else.

The U.S. can be beaten via politics, treaties, economics...even via some as-yet-unknown form of cultural domination...but until MAD is no longer viable, the *military* option for beating the U.S. is out.
