2) To the issue about Canadian apathy or just plain stupidity, the only explanation I have is that the indoctrinization is almost complete. Many Canadians have been convinced that the purpose of government is to solve all their problems. True conservatives want less government and more self-sufficiency which is "scary" to many.

Although I agree with you on this point, I also differ slightly. I think that a lower voter turnout that would happen in a spring/summer election greatly favours the Conservatives. Conservatives generally have their heads on straight (with the possible exception of Canada-US relations) and will vote while the more apathetic voters tend to vote Liberal and NDP. Also, the Liberals seem to be bleeding from the left and right and more will vote NDP this time around too. All around it is very possible that the next election will see a strong Conservative minority or weak majority, with a Bloc opposition and stronger NDP and Green parties. How's that for changing the political landscape. Well I can dream can't I?
