1. Is it really up to HIM to allow or not allow committees to meet? I was sure he was the MINORITY leader. Perhaps he doesn't think so?

It akes unanimous consent to waive a rule. Any single Senator has the power to withhold consent. Any single Senator has the power to effectively "shut down" the Senate.
