Yep, and nothing has changed. This is business as usual for the UN. This is why Koffi A does not want the IAEA to declare Iran in breach of their nuclear obligations which in turn will send the matter to the Security Counsel.
Several members of the Counsel has already been bought and paid for and will not vote to impose sanctions.
The UN will have another demonstrated failure for the world to see just how irrelevant and corrupt the institution has become. (Not altogether a bad thing)
