This is true. The US gave waviers to Turkey and Jordan to continue buying oil from Iraq outside the Oil for Food program. It was US policy in the Clinton and GWB administrations

Now (for me) Galloway cites the Telegraph documents and I'm sure he's going to point out he won his libel suit. A suit the Telegraph is fighting back on.
It is also worth noting that Galloway's cases in the libel trial made no reference to whether the documents were genuine or not - their validity has never been tested in court.
