Kennedy was joined in his opinion by Justices Antonin Scalia, David H. Souter, Ruth Bader Ginsburg and Stephen G. Breyer. Wow! How strange. Scalia teams up with the bad guys to strike a blow for liberty, while Stevens joins the (normally) good guys to promote the nanny state.

Stevens joins the (normally) good guys to promote the nanny state. Thomas borrowed the magickal Penumbal Emanation Spectacles[tm] and found something in the Twenty-First Amendment (which retains a federal prohibition on circumventing a state/local alcohol prohibition) that allegedly upheld the state interference in interstate commerce.
