I has to start this week..because there will be long debate before Frist invokes cloture..then there is another 30 hours..the highway bill comes up today..I think Bolton comes up tomorrow..

I'm not sure how to parse paragraph 1 of Rule XXXI (it seems to pertain both to committee and the full Senate, but I'm not sure), but one interpretation is that a nominee will not be voted on the same day the nomination appears on the calendar, unless there is unanimous consent that "the question be put."

Riddick's Senate Procedure also indicates a need for unanimous consent to take the vote, even if the vote is to take place on a day other than the day the nominee is reported by a committee.

There will be a debate, for sure. I don't expect a call for cloture.

Bolton isn't on the Executive calendar for the 18th either! I'm not motivated to figure out exactly how "hold" is invoked, maintained and broken, but this nomination didn't move quick from committee to calendar.
