That's a theory. But the payoff is not worth the candle, and there is too much risk that someone with ratfink and tell the NY Times. The theory lacks elegance.
The theory is honest, of course when they are playing politics they sugar coat it "elegance" but the end result is just the same. "You ticked us off and now we are going to spank you."
