Timing and or printing schedule most likely. [Reason for Bolton's name to not be on the Senate Executive Calendar for the 13th, the day after the committee vote.] Bolton's name isn't on the calendar printed for May 18th either. I'm not motivated to figure out exactly how "hold" is invoked, maintained and broken, but this nomination didn't move quick from committee to calendar.
but this nomination didn't move quick from committee to calendar.
It is mostly likely because of the hold which means in effect the nominee isn't ready for floor action until the hold is resolved or Sen. Frist decides to place the nomination before the Senate on the floor and request a cloture vote. Frist will deal with it in his on way at some point. I think Sen Hatch in the last Congress had to finally get tough with Sen. Durbin or one of them who had continually blocked some nominees in the Judicial committee from having hearings. I think he may have brought the nominee(s) to the committee and overlooked the hold. I don't remember the specifics.
