DAY LABORER COMMUNITY TASK FORCE

RE: Task Force Report
Recent events have identified increased community concerns regarding day laborers and their efforts to obtain work in the Woodbridge community. The Day Laborer Community Task Force (DLCTF), established November 23, 2004, offers the following recommendations to mitigate community concerns that have arisen in connection with the gathering of day laborers in Woodbridge.
In developing these recommendations, the Task Force has learned about the experiences of other communities with a longer history of day laborer gathering sites, and received input from the Prince William community at large, through our weekly meetings and a public information session.
The Task Force received the following charge:
o Review the outcomes of the recent [town hall] meeting and make recommendations to the Board as to the feasibility of addressing community issues that have arisen in connection with the gathering of day laborers.
o Consider a number of factors including, but not limited to, industrial or business location, impact on adjacent property uses, proper sanitary facilities, shelter from the elements, an organizational component for day laborers and employees, a creative financial plan that considers all possible sources of funding (not necessarily County funding), workforce training and development.
Given this charge, the Task Force did not attempt to address the complexities and issues surrounding federal immigration policy, but focused on mitigating the community problems associated with groups of adults congregating in the Woodbridge community, waiting to be picked up for daily work.
Throughout its deliberations, the Task Force maintained an atmosphere of respect for individual viewpoints and moved forward to develop a constructive proposal for mitigating the issues. To that end, the attached report includes recommendations surrounding three primary issues how a workforce center should be organized, how it could be funded, and where it should be located.

Community attendance at the initial Town Meeting, the seven Task Force meetings and the public information session indicate a high level of interest on all sides of this issue. The Task Force, therefore, recommends that the Board of County Supervisors consider holding a public hearing on the day laborer issue. The members of the Day Laborer Community Task Force stand ready to provide any additional information you may need to resolve this community issue, and we thank you for the opportunity to serve Prince William County.
