If the committee votes 9 to 9 does it require a unanimous consent agreement to send the Bolton nomination to the Senate floor w/o a recommendation. If so, it won't go.

I just remembered what the Senators remind me of - during the days of Mrs. Thatcher, the old Tory guard used to get puffed up and upset over how she was changing things. The Thatcherite response was "Tough luck, chum. Shut up and sit at the back of the room". The Senate is like the old Tory guard that hasn't learned to shut up and sit at the back of the room.
