"I wasn't suggesting that my proposals were law, but rather suggesting that they perhaps should be. Those proposals would achieve much of the effect of the Real ID act, but at a fraction of the price."

Agreed.

Unfortunately, when you have a combined effort, of the financial institutions (who have considerable political clout, if appears)Chamber of Commerce, The State Dept., ACLU, and so many other groups and organizations that there is not enough room on this thread to name them all (INCLUDING OUR PRESIDENT) it is NOT likely, we will see, anytime soon (perhaps in our lifetime) if ever, any legislation to prohibit the use of these phony cards.

If that ever came to be; if laws were passed; if the borders were "sealed;" (IF, IF, IF,) we would all be breathing a lot easier; our civil rights would not be being usurped; we would be not paying as much in taxes; we would all be a little safer; etc., etc., etc.

I don't have any answers or easy solutions--considering the mindset in our Congress, Oval Office, State Legislatures, etc.

Its just (like the judiciary/Bolton/all other "important" issues) Sooooooooooo damned, frustrating.

" uhhhh - yeah - I'm trying to figure out how you think the existence or nonexistence of a national ID (AKA "Real ID") has anything at all to do with matricula consular cards. (supercat had some good suggestion on how to handle foreign ID cards.)"

Let me explain it in a very few words, that will be simple and easy to understand.

Presently some 13 states, accept, these cards to satisfy their "bona fide" requirements for identification in order to "qualify" in getting issued drivers' licenses.

With the REAL ID Bill, this "automatically" negates/prevents those states (at least those who want to provide their citizens with licenses that will be accepted by the airlines and other Fed institutions) from using this form of ID in order to issue drivers licenses.

Capisce?

True, but it should be possible to prohibit the acceptance of such cards without such far-reaching legislation.

But AAP, you do realize that the 'Real ID Act' provides a clause for states, in which they can provide illegal alien's with driver licenses? Granted, the DL for illegal alien's will be different from a U.S. citizens DL, but it's a DL nonetheless.

My guess is they will be able to use the Metricula card to get a DL, that is, of course, if they have to show any ID at all to obtain the 'light' version of a DL. I imagine they will be able to open up bank accounts and God knows what else with this modified DL.

Now, I could be wrong in my thinking, but it appears to me that the 'Real ID Act' affectively provides a way for illegal alien's to get a DL, albeit modified ones. And it does this at the expense of making the DL process for American citizens a bigger pain-in-the-ass than it already is. Also, some say, at the cost of losing more of our privacy.

The 'Real ID Act' should not provide any way for an illegal alien to get a DL, but it does. Illegal alien's should not be able to get any form of a DL. What they should be getting is deported.

Actually I saw Debra Burlingame this morning on Fox News. She had obtained Matricula Consular cards for many people, including Khalid Sheikh Mohammed, herself, and other US Notables. She obtained these outside the Mexican system without difficulty for (she said) about $10 each. I think we should all get these and start using them at airports, etc. She says that airports/airlines definitely accept them. This might serve to point up the problem with this obviously negative piece of identification. I'm researching where someone might obtain one of these without the inconvenience of visiting the local Mexican Consulate.
