Truth was, I thought it was an amendment, wasn’t sure, was about to check it, but was short of time and running out the door, so I added the qualifier to my post “And if it is unconstitutional…” – the old “sun was in my eyes, my shoelaces were untied, my tux was in the cleaners” defense of my ignorance.
Found it interesting that the 24th amendment was ratified in 1964.
BTW, I agree with AFPhys; it's time to repeal it.
