Perhaps we should get INS logos at place them on Vans and park them in front of the Emergency room entrances and see how many turn around. Every Saturday they are loitering in large groups and would like to put a magnetic sign on car and drive around to shoo them off .I've taken pictures of them... which they don't like (some will leave). Perhaps if start finding other ways into pressuring them to leave. Just wishful thinking. Problem is they are know demanding their "rights" to all of our services.
