The sourcing on the Zawahiri claim isn't entirely satisfactory to me either. It's already third-hand at least -- Davis says she got it from Yossef Bodansky, and I don't know Bodansky's source.
However, it's certainly far more credible as far as being possible, since Zawahiri toured the U.S. twice in the 1990s, including one key period in the OKC plannning cycle. He was on a fundraising tour and there was a strong Islamist presence in OKC, according to Steve Emerson and testimony in US v. Rahman (the 1993 Day of Terror plot).
One month after Mohammed Jamal Khalifa was arrested in Morgan Hill, Calif., a suburb of San Jose, Zawahiri traveled to Santa Clara, another San Jose suburb about 20 minutes from where Khalifa had been staying, according to court testimony and reports in the Wall Street Journal and the San Francisco Chronicle.
Khalifa is a figure of significant interest in the OKC investigation.
