Heaven forbid that we put some poor, confused youth in prison for a little juvenile indiscretion like beheading someone with a machete. Some kids soap the neighbor's windows, some decapitate them. It's just a cry for help. (Trying to react like a liberal.)

Hmmm, I see the solution to a possible labor shortage if the borders are closed. :) But that would be wrong, making poor children work in the fields. They might actually learn something.

The gov't creates the problem by adopting an open border policy.
They manipulate the reaction (fear).
And propose a solution, which is more laws and a more centralized state.
