There must be some reason why Frist doesn't want to move on stopping the fillibuster. it has to be one of two things: he isn't sure he has the votes, or he fears that the Dems would then shut down everything else in the senate. I don't exactly understand it, but there is something our side doesn't want to get into right now, and that's why you see all these side deals.
