There must be some reason why Frist doesn't want to move on stopping the fillibuster. it has to be one of two things: he isn't sure he has the votes, or he fears that the Dems would then shut down everything else in the senate. IMHO, Frist has the votes but truly doesn't want to embarrass the Dems unless they force him into it, which they might. He knows they have to oppose him for their fundraising.
